Scott is a 33-year veteran of the transportation industry with extensive experience assisting public sector clients in managing their transportation and infrastructure programs. Over his career he has served in technical roles involving highway/bridge design and has managed complex multi-disciplinary roadway and bridge projects for various clients throughout the Commonwealth of Virginia.  

Scott is currently servicing as a Vice President and Business Development Director for STV Inc., located in their Virginia Beach, Virginia office.

In his previous role as Vice President and Area Manager for WSP’s operations in southern Virginia, Scott oversaw the performance of all WSP projects being completed within the area to ensure conformance with client requirements and scope, schedule and budget; and is responsible for all marketing and business development activities.

Scott served as the Project Manager for the $400M Dominion Boulevard Improvements project in Chesapeake, Virginia from the initial concept phase through final design and construction. In this role Scott was responsible for managing the development of the Environmental Assessment and related study documents; coordinating the analysis and design for all project elements; and for overseeing the preparation of construction plans and specifications.

Scott has been active in the transportation industry in Virginia throughout his career, which has been spent entirely in the Commonwealth. He has been active in many industry organizations such as VTCA, ASCE, ACEC, and ASHE, as well as the Hampton Roads Partnership and the Hampton Roads Chamber of Commerce. He was a member of the organizing committee that established the Greater Hampton Roads section of ASHE and served in several board positions, culminating in his service as President in 2008. He has remained an active member of ASHE, giving presentations at several chapter meetings and at the Regional Technical Conference in 2018.

Scott is also an active member of the American Council of Engineering Companies (ACEC) Virginia. He has served as a member of the transportation committee for nearly 10 years and is currently serving as the Vice Chairman of the committee. In July 2021, Scott will assume the role of Committee Chairman.

Scott is a licensed Professional Engineer and proud Hokie, earning a Bachelor of Science Degree from Virginia Tech in 1988. Scott is married and has four children and three grandchildren, and in his spare time enjoys coaching kid’s sports and playing guitar.
